  16.    This RFC is a public statement by Public Key Partners regarding
  17.    Public Key Standards and Licenses.  This memo is for informational
  18.    use only, and does not constitute an Internet standard.  Distribution
  19.    of this memo is unlimited.

  23.    The Massachusetts Institute of Technology and the Board of Trustees
  24.    of the Leland Stanford Junior University have recently granted Public
  25.    Key Partners exclusive sublicensing rights to the following patents
  26.    registered in the United States, and all of their corresponding
  27.    foreign patents:

  41.    These patents cover all known methods of practicing the art of Public
  42.    Key, including the variations collectively known as El Gamal.

  44.    Due to the broad acceptance of RSA digital signatures throughout the
  45.    international community, Public Key Partners strongly endorses its
  46.    incorporations in a digital signature standard.  We assure the
  47.    interested parties that Public Key Partners will comply with all of
  48.    the policies of ANSI and the IEEE concerning the availability of
  49.    licenses to practice this art.  Specifically, in support of any RSA
  50.    signature standard which may be adopted, Public Key Partners hereby
  51.    gives its assurance that licenses to practice RSA signatures will be
  52.    available under reasonable terms and conditions on a non-
  53.    discriminatory basis.
